Allows partners to accept an order. It can be only called once per order.

Site would like to indicate that the order can be fulfilled.
Business constraints
- Order has to be in the
PLACEDstatus.
Operational constraints
- There's a rate limit of 2 requests per order per second. If you get over the limit, you'll get "Too many requests" error.
